The study explores the effects of outsourcing services on employee status. The focus of the research is the transition of work from municipalities to corporations and the effects of the transition on employees and the adjustment to changes in work. These research themes are explored, especially from a competency development perspective. One key theme is the effects of digitalisation of work and the new skills and adaptation required.
