In the preliminary study, information is produced and solutions are sought to strengthen the vitality of rural areas in North Karelia from the perspective of smart shrinking. The study examines how areas with declining and aging populations learn to manage changes and seek new solutions for vitality. The main goal of the preliminary study is to provide an overview of how it is possible to manage change and seek new opportunities to improve the availability, accessibility, and diversification of services in rural areas of North Karelia through smart shrinking, and to present action proposals for the application possibilities of smart shrinking.
