The Ex Ante Evaluation of the CAP Strategic Plan 2023–2027 for Finland aimed at improving the planning, content, functioning, efficiency and effectiveness of the CAP Strategic Plan. It is also provided concrete solutions and analyses for the managing national authorities. The ex-ante evaluation was conducted in a developing and sparring manner, focusing on recommendations for and sparring of the preparatory work.
