Dr. Kim Fyhr is project researcher in the INTEL and FOUNDATIONS projects at the UEF Law School.
Kim’s field of specialization is EU energy law, most notably the related legislative process. His research interests include inter alia the evolution of the EU energy law, EURATOM, the regulation of different technologies in sustainable energy transition and the interface between energy policy and fundamental rights. Furthermore, the interaction of different regulatory levels (international, EU and national) in energy policy-making is of special interest to him. This also covers the legal theoretical dimension.
Kim has published in peer reviewed journals in the fields of EU law and nuclear energy law. His legal empirical doctoral dissertation of European constitutional law ‘Making Fundamental Rights a Reality in EU legislative Process’ dealt with how fundamental rights are taken into account in drafting secondary EU legislation. Kim has also contributed to many Finnish professional journals with articles and texts on energy policy and law.
Prior to joining UEF Law School, Kim coordinated the Finnish three-year term in the Board of Governors of the International Atomic Energy Agency at the Embassy of Finland in Vienna (MFA). For almost a decade, he served at the Permanent Mission of Finland to the EU in Brussels (MFA) first as energy counsellor and later, during the Finnish EU Council Presidency of 2019 as the head of relations with the European Parliament. Kim also has a long professional experience from Fortum Corporation, the Ministry of Employment and the Economy (Energy Department) and the Ministry of the Environment (Department of Environmental Protection) and the Doctoral Programme of Helsinki School of Economics. Over the years, Kim has on several occasions functioned as an expert in the Finnish Parliament – in particular in the Commerce Committee and the Environment Committee – on topics of EU and EURATOM legislation.
A Finnish national, Kim holds Doctor of Laws (University of Helsinki 2017), Licentiate in Laws (University of Turku 2008) and Master of Social Science (University of Helsinki 2001) degrees. In addition, he has completed a Diplôme d’Université de troisième cycle en droit nucléaire international (University of Montpellier 2015).
