EU legislation requires member states to draw up, at regular intervals, a number of plans used to assess progress toward a circular economy and identify options for guiding the transition. On the one hand, this includes plans that have been in place for a long time, but on the other hand, new planning requirements have also emerged with the new legislation. EU legislation sets broad content requirements for these plans. In practice, Member States need a wide range of new, up-to-date statistical and research data to meet these content requirements.

The overall objective of the project is to enhance the effectiveness of national circular economy plans. This involves aligning national planning and policy measures—in accordance with EU legislation—with material and waste streams that are essential for the circular economy and security of supply, identifying new policy instruments to achieve circular economy goals, harnessing synergies among planning requirements based on EU regulations, avoiding duplicative planning efforts and conserving resources allocated to planning, as well as preparing for the new planning period and conducting background research on the content requirements of new plans. In addition, the project will produce content required by EU legislation to serve as a basis for planning and policy work. Some of the research data will also be used in the preparation of the Circular Economy Act.
